Oregon is offering landlords up to $7,000 to install energy-efficient heat pumps in rental properties, potentially saving lives and cutting energy costs for thousands of renters across the state.
The Oregon Department of Energy has launched the Oregon Rental Home Heat Pump Program, a initiative born from the tragic 2021 heat dome event that claimed at least 96 Oregonian lives. This program aims to protect vulnerable renters from extreme weather while simultaneously advancing the state’s clean energy goals.
“We want to be sure that during an extreme heat event, someone has the ability to cool, whether it’s a living space or a living room or a bedroom,” said Doug Baer, ODOE’s senior incentive program analyst.
The program offers substantial incentives:
- Up to $5,000 for heat pump installation in rental homes
- Up to $7,000 for manufactured homes or RVs in rented spaces
- Additional grants of up to $4,000 for electrical upgrades
Higher rebates are available for properties housing low or moderate-income tenants, ensuring the program reaches those most in need.
State Rep. Pam Marsh, chair of the Oregon House Committee on Climate, Energy and the Environment, hailed the program as a significant step forward. “Conventional energy efficiency programs have been aimed at homeowners,” she noted. “That means that the 40% of us who are tenants often live in homes with inefficient heating and cooling systems and sky-high utility bills.”
The program not only promises to save lives during extreme weather events but also offers year-round benefits. Heat pumps, which can both heat and cool homes, are known for their energy efficiency, potentially leading to substantial savings on energy bills.
Landlords interested in participating must work with approved contractors, who will handle the rebate process and pass the savings onto property owners. This streamlined approach aims to encourage widespread adoption of the program.
As Oregon braces for future weather challenges, this innovative program could serve as a model for other states looking to protect renters and reduce energy consumption. With the potential to transform the rental landscape, Oregon’s heat pump initiative is not just a cool idea – it’s a lifesaver.
